Level 23: complete Level 27+ at the Clam Mission
Level 24: catch a fish from the Fishing Game
Level 25: use Sponge Costume on pet Level 26: access the Whirlpool and use it*
Level 27: complete the Clam Mission
Level 28: use Millionaire Costume on pet
